David Goldwyn testified before the Senate Foreign Relations Committee on “Energy Security in Latin America” on June 22, 2006. On June 20, 2006 David Goldwyn spoke at briefing entitled "Reversing the Resource Curse: The Need for Transparency in the Oil, Gas and Mining Sectors." The event was in cooperation with the offices of Congresswoman Diane Watson and Congressman Ed Royce. On May 18th, 2006 Goldwyn testified before the House International Relations Committee Subcommittee on Africa, Global Human Rights and International Operations on “Nigeria’s Struggle with Corruption: The Success of Nigeria Extractive Industries Transparency Initiative.” On May 16th, 2006 David Goldwyn testified before the House Government Reform Subcommittee on National Security, Emerging Threats and International Relations and the Subcommittee on Energy and Resources. on “Energy as a Weapon: Emerging Threats in Latin America and Sub-Saharan Africa." David Goldwyn is appointed to the Council of Foreign Relations Preventive Action Commissions on Angola, Bolivia and Venezuela. In October 2004 Goldwyn was named co-Chairman of a new CSIS Task Force on Gulf of Guinea Security. On July 15, 2004, David Goldwyn testified before the Senate’s Subcommittee on International Economic Policy, Export and Trade Promotion on “US Energy Security and the Gulf of Guinea”. David L. Goldwyn co-chaired an energy policy working group for Secretary of State Powell’s Africa Policy Advisory Panel (APAP), which hopes to strengthen U.S. energy policy vis-à-vis Africa. David Goldwyn co-chaired the Center for Strategic and International Studies (CSIS) “Rising Energy Stakes in Africa” Task Force". In April 2004 Goldwyn participated in a US government sponsored roundtable on “Iraq’s Oil and World Energy Markets.” In April 2004 Goldwyn assessed challenges to implementation of Sudan’s wealth sharing accords at CSIS Conference on “Sudan’s Energy Sector: Implementing the Wealth-Sharing Agreement.” (Remarks) In early Spring 2003 Goldwyn participated as an observer in the Council on Foreign Relations’ Independent Task Force on Iraq, which published an influential “Iraq: The Day After” report.

David Goldwyn published “Crafting a US Energy Policy for Africa” in Rising US Stakes in Africa: a Report of the Africa Policy Advisory Panel (CSIS: May 2004). David Goldwyn published an article “Forecast for Energy Markets: More Volatility Ahead” in the Conference Board’s The Publisher’s Roundtable. In February 2004, Witney Schneidman published a book with University Press of America entitled “Engaging Africa: Washington and the Fall of Portugal’s Colonial Empire.” In September 2004, Goldwyn addressed Bolivia’s new hydrocarbons law in the Inter-American Dialogue’s Latin America Adviser. On March 7, 2005, David Goldwyn participated in the Africa Center for Strategic Studies Abuja: Conference on Energy and Security in Africa on the topic of Africa’s Petroleum Industry in Abuja, Nigeria. On August 30, 2004 Goldwyn keynoted a workshop on “Africa’s Oil Sector: Potential and Challenges” organized by the Africa Center For Strategic Studies at the National Defense University. On June 22, 2004 Goldwyn chaired a panel on “The Role of the Western Hemisphere in Meeting US Energy Needs” at the US-Venezuela Energy Symposium. On May 24, 2004 Goldwyn analyzed US Africa policy at a conference on “Oil and Gas in Africa” organized by The Royal Institute of International Affairs at Chatham House, London. In April 2004, Witney Schneidman addressed a Woodrow Wilson Center event on “Angola’s First Year of Peace: An Assessment” to offer cautious optimism for Angola’s economic recovery and development prospects. On April 5, 2004, Goldwyn spoke "At the Mercy of the Saudis: Bush's Failed Energy Policy" at the Berkeley School of Journalism. On March 30, 2004, Goldwyn presented the Findings and Recommendations of the CSIS Task Force on Rising Energy Stakes in Africa at the CSIS Conference on “Promoting Accountability and Transparency in Africa’s Oil Sector: Reform Efforts in Nigeria, Angola, Sao Tome and Principé.” On March 4, 2004 Goldwyn addressed “Latin American Energy Futures” at the Poder Business Forum in Coral Gables, Florida. In March 2004 Goldwyn gave a keynote address on “Russia in A Globalized World” to the Oslo Conference of Petroleum Resource Management in Oslo, Norway. GIS Senior Energy Adviser Shirley Neff addressed a conference at the Centre for Global Energy Studies in London on “A New World Oil Market Structure.” In July 2003, David Goldwyn addressed the Symposium on “Venezuela: A Reliable Partner Securing U.S.-Energy Needs and Enhancing Business Opportunities.” In September 2003, Goldwyn moderated the Shell Stakeholder Forum, which assessed U.S. energy issues and challenges, as well as encouraged collaborative approaches to a sustainable energy future. In October 2003, David Goldwyn testified before the Senate’s Subcommittee on International Economic Policy, Export and Trade Promotion on Energy Security in Africa and Latin America. GIS Senior Energy Adviser Shirley Neff addressed a conference at the Centre for Global Energy Studies in London on “A New World Oil Market Structure.” Shirley Neff spoke in March 2003 at the 2nd LNG North America Conference about community acceptance of LNG terminals in the context of LNG in the U.S. energy sector. Shirley Neff spoke at a conference in Boulder, Colorado, by the International Research Center for Energy and Economic Development, on “Sustainable Development: Defining and Refining Energy’s Role.” In May 2003, Neff spoke at the Executive Session on Oil and Security at Harvard University’s Kennedy School of Government. In June 2003, Shirley Neff presented an overview of the U.S. LNG industry at the National Association of State Energy Officials’ Board of Directors Meeting in Washington. In June 2003, Shirley Neff presented “New Challenges for Energy Decision Makers” at the International Association for Energy Economics Conference in Prague. In September 2003, Neff addressed a British Institute of Energy Economics forum on “Government Intervention in Energy Markets” at St. John’s College in Oxford, England. In October 2003, Shirley Neff addressed the International Association for Energy Economics (IAEE) conference in Mexico City on “Integrating the Energy Markets in North America: Issues & Problems, Terms & Conditions.” In December 2003, Neff addressed PowerGen International’s MegaSession on Climate Change in Las Vegas on “Global Climate Change and U.S. Policy Opportunities”. Shirley Neff addressed the USAEE Energy Policy Symposium at MIT, on “Energy (In) Security In the 21st Century.” GIS Senior Adviser Witney Schneidman moderated and spoke the “AGOA’s Next Steps,” and “Helping African Businesses Enter the U.S. Market,” panels at the 2nd AGOA Forum in Mauritius in January. In June 2003, Witney Schneidman moderated two panels at the Corporate Council for Africa’s Annual United States–Africa Business Summit: one on “African Oil: Issues and Prospects,” and another on “SADC’s Regional Market: Capturing Opportunities and Resolving Problems.” In December 2003, Witney Schneidman moderated the closing plenary “Synthesis of Private Sector Session Proceedings for Presentation to AGOA Ministerial,” at the 3rd AGOA Forum in Washington, DC. In April 2004, Witney Schneidman addressed a Woodrow Wilson Center event on “Angola’s First Year of Peace: An Assessment” to offer cautious optimism for Angola’s economic recovery and development prospects.
David Goldwyn presented at the Georgetown Leadership Seminar, “U.S. Energy Security: Are We On The Right Track?” (Washington, DC: March 29th, 2006) At the University of California, Berkley, David Goldwyn gave a presentation entitled “Bush’s New Energy Policy: Visionary Solution or Cynical Snake Oil?” (Berkley, CA: March 20th, 2006) David Goldwyn gave a presentation on “Energy Security and US Foreign Policy” at the Foreign Policy Institute at John Hopkins University School of Advanced International Studies (SAIS) in Washington, DC on January 17, 2006) In August 2005 David Goldwyn was appointed Series Editor of Praeger Security International Series on Energy and Security David Goldwyn was a Referee for the U.S. Naval War College Review in 2005. David Goldwyn was and Shirley Neff is an Adjunct Professor at Columbia University’s School of Public and International Affairs. David Goldwyn was featured as an energy expert at the Georgetown University School of Foreign Service Young Leadership Seminar, which annually convenes some of the most promising young leaders.
On January 9th 2006 David L. Goldwyn and Jan Kalick's published an Op-Ed entitled 'Partnership is the Energy Security Key' in the Financial Times Goldwyn address high energy prices, oil disruptions in the Gulf of Guinea, and strategic petroleum reserve policy on NPR’s Marketplace, a BBC’s News Radio and Television, Westwood On, and CNBC. David commented on Libya on Voice of America, and The Diane Rehm Show. Throughout the year, he was quoted in newspapers and news magazines, such as the Washington Post, the Wall Street Journal, Algeria’s El-Watan, and Germany’s Der Stern. Shirley Neff was quoted extensively in the Washington Post with regards to the 2004 Energy Bill, and she also appeared on NPR’s To The Point. In the weeks following the beginning of the 2003 Iraq war, Goldwyn made a number of media appearances, including on NPR’s All Things Considered and Talk of the Nation, as well as the BBC’s News Radio and Television, to elaborate on the issue of Iraqi oil revenue-sharing. Throughout the year, he was quoted in newspapers and news magazines, such as the Washington Post, Algeria’s El-Watan, and Germany’s Der Stern. Shirley Neff was quoted extensively in the Washington Post with regards to the 2003 Energy Bill, and she also appeared on NPR’s To The Point.
