Hands-on Experience

GIS, as adviser to Nigeria’s EITI National Stakeholder Working Group for the design, procurement and management of its world class financial, physical and process EITI audits, is the only firm with hands-on experience as an adviser in mediating EITI implementation challenges such as gaining access to data, inadequate record-keeping, cash versus accrual accounting practices, misidentification of financial flows, communicating audit procedures clearly to stakeholders and the public at the national and subnational levels, and resolution of discrepancies.

Our team is composed of world class experts with unequalled integrity, experience, skill and motivation to support the EITI effort. It is drawn from the highest levels of government, the senior ranks of the energy industry, the most prestigious ranks of international accounting firms and international law firms, and from leading global systems integrators.  Many of us on the GIS team have dedicated ourselves in our former public service careers to promoting transparency in the oil, gas and mining sector and empowering civil societies to hold their governments accountable. We have extensive knowledge of the political and economic systems of emerging markets in Central Asia, Latin America, the Middle East, and South and East Asia. More specifically, our team:

Perhaps more importantly, though, GIS has no conflicts or vested interests that preclude us from providing sound, independent advice on identifying, evaluating, and selecting an auditor for the EITI program, and the terms and conditions upon which this relationship will be premised.

EITI Validation

The GIS approach to EITI validation recognizes the adaptations that will be necessary in evaluating ‘compliant’ countries relative to ‘candidate’ countries, as well as the typical oil and gas sectors relative to the mining sectors (primarily due to the differences in the typical federal versus sub-regional government models associated with each of the varying sectors.) We are committed to providing EITI Validation services which are consistent with the EITI Validation Guide, which possess a minimal administrative impact to the country, but which render results that are meaningful, reliable and helpful.

Transparency Team

David L. Goldwyn, President of GIS, personally leads each validation team. Goldwyn has addressed the World Bank and numerous EITI Summits on the design and implementation of EITI audits, has authored numerous works on energy sector transparency, and served the US government in the Departments of State and Energy.

Cynthia Quarterman, our mining sector expert, is a partner at Steptoe and Johnson and served a Director of the US Mineral Management Service (MMS).

John Russo, our lead audit expert, served as a senior auditor for MMS.

Christopher Mailander, our procurement and communications expert, held senior positions at BearingPoint and Ketchum Communications.

Robert Vogel, is a former US Department of Justice anti-fraud prosecutor and anti-corruption expert.

Witney Schneidman, is Senior Advisor to the Global Sullivan Principles at the Leon H. Sullivan Foundation and former Deputy Assistant Secretary of State for African Affairs.

Sefton Darby, is an expert on EITI. Formerly at the World Bank, he provided technical assistance on implementation of EITI to governments in Africa, Europe, and Asia. Before that, Mr. Darby worked at the Department for International Development where he helped to develop overall EITI policy and supported EITI in Azerbaijan, Kazakhstan, and the Kyrgyz Republic.
